Population aging and Sustainable Development Goals in Cuba as challenges for Primary Care

Abstract

Population aging constitutes one of the main contemporary demographic, social, and health challenges, with profound implications for the achievement of the Sustainable Development Goals (SDGs). In Cuba, this process acquires particular complexity due to its accelerated progression, the reduction of family support networks, and the increasing demands placed on the healthcare system. The present study aimed to analyze the main challenges related to the implementation of SDGs associated with aging, with emphasis on Primary Health Care (PHC) as a strategic setting for their approach.

The analysis revealed tensions between normative frameworks and their expression in everyday practice, particularly within a care model still centered on the family, with limited institutional support and a marked feminization of caregiving. Likewise, ageism was identified as a barrier to social participation and healthy aging, in addition to organizational, educational, and material limitations affecting the problem-solving capacity of PHC in the face of increasing dependency, frailty, and long-term care needs.

It is concluded that achieving SDGs related to aging in Cuba requires strengthening the articulation among the health, community, and social sectors, as well as reorienting PHC toward more comprehensive, intersectoral, and person-centered care models focused on functionality, autonomy, and the active participation of older adults.
